The authority hereby establishes a sewer service charge system whereby all revenues collected from users will be used to offset all expenditures incurred for operations and maintenance, equipment replacement, administrative, extra strength treatment and the annual debt service payment of the wastewater treatment plant, its facilities and equipment, and related sewage systems.
