All the service charges for the garbage collection system shall be entered, shown and placed on the city utilities bill and shall be indicated thereon as city garbage and refuse collection service charge. All service charges shall be due and payable at the office of the City Administrator. In case the services are not paid on or before the twentieth day of the current calendar month, after the same become due, the City Administrator shall add 10% to the amount of the service charge bill and collect the same. All the service charges for garbage refuse collection service shall be charged directly to the owner or occupant of the real estate to which the service is provided.
