No City Council ordinance or resolution establishing or changing the Zoning Plan, future street and public lands plan, or regulations governing the platting of land shall be adopted until the proposal has been referred to the Planning Commission for report thereon and an attested copy of the report has been filed with the Council. Failure of the Planning Commission to report within 40 days or a longer period as may be designated by the Council after the reference shall be deemed to be approval of the proposed change.
