§ 31.078 ZONING PLAN.
   The Planning Commission may upon its own motion, and upon instructions by the City Council shall, prepare a proposed Zoning Plan for the city. Before recommending the Zoning Plan to the City Council, the Planning Commission shall hold at least one public hearing thereon after a notice of similar to that require by § 31.076.
