(A) The Planning Commission shall consist of seven members, who shall be appointed by the City Council and maybe be removed by a four-fifths vote of the Council.
(B) (1) The terms of the members shall end on December 31.
(2) The terms of the members shall be staggered.
(3) One term shall end in the even-numbered year in which the President of the United States is elected; three terms shall end in the odd-numbered year following the year in which the President of the United States is elected; one term shall end in the even-numbered year in which the Governor of Minnesota is elected; two terms shall end in the odd-numbered year following the year in which the Governor of Minnesota is elected.
