§ 31.043 TAXES, ASSESSMENTS, AND OBLIGATIONS.
   The Authority shall not:
   (A)   Levy a tax or special assessment,
   (B)   Pledge the credit of the state, the city, or other subdivision of the state, nor
   (C)   Incur an obligation enforceable on property not owned by the authority.
