(A) The Commission shall have charge of the care and maintenance and control of all the city parks and recreation facilities in the city. The Commission shall recommend to the Council the hiring of all necessary employees, their compensation and the construction of all improvements of the facilities under the control of the Commission.
(B) The Commission is empowered to accept and receive all donations and contributions for the purposes of the Commission. The Commission shall have no power to levy or impose taxes or assessments.
(C) The Commission shall, in addition to the powers and duties herein enumerated, exercise other and necessary powers which may expedite the management and control of the city parks and recreation facilities.
(D) The Commission shall not have the power to construct buildings.
