(A) A Park and Recreation Commission is hereby established, consisting of five members, who shall be appointed by the City Council, and may be removed by a four-fifths vote of the Council.
(B) The members of the Commission shall be appointed for terms of two years. Two of the members of the first Commission shall be appointed for one-year terms and three members for two-year terms. Thereafter, appointments shall be the two-year terms. The terms of two members shall expire on December 31 of even-numbered years. The terms of the remaining three members shall expire on December 31 of odd-numbered years.
(C) All members shall be residents of the city and at least 21 years of age.
