§ 31.002 INELIGIBLE PERSONS.
   The following persons are ineligible to serve on a city board or commission:
   (A)   Any person convicted of treason;
   (B)   Any person convicted of a felony whose civil rights have not been restored;
   (C)   Any person under a guardianship; and
   (D)   Any person who is found by a court of law to be legally incompetent.
