§ 30.04 MUNICIPAL PRIMARY ELECTIONS.
   (A)   When the occasion arises that proper nomination petitions have been filed for a number of candidates for municipal office to be voted upon in a regular municipal election equal to a number in excess of two for the office of Mayor, or is more than twice the number of individuals to be elected to City Council at the general election, then a municipal primary election shall be held for such offices, or offices, on the second Tuesday in August of any year in which a municipal general election is to be held, pursuant to M.S. § 205.065, Subd. 1.
   (B)   Notice of the municipal primary election shall be given by the City Administrator by publication in the Lake Crystal Tribune on the Wednesday prior to the primary election day, and the Administrator shall cause ballots to be prepared for the primary election.
   (C)   The hours for voting, the judges and clerks, and the other regulations for the primary election shall be the same as for regular municipal elections so far as possible.
   (D)   The Council shall meet and canvass the primary election returns immediately after the ballots have been counted and the returns completed and certified by the election judges and clerks of the election, and the Council shall make a full declaration of the results as soon as possible. The Council shall declare that the two candidates receiving the largest number of votes in the primary election for each of the respective offices to be voted upon in the regular election are nominated, but this declaration shall not relate to the offices which are not a part of the primary election.
