Pursuant to the authority contained in M.S. § 462.358, as it may be amended from time to time, this chapter is adopted for the following purposes:
(A) To provide for the orderly, economic and safe development of land and urban services and facilities;
(B) To promote the public health, safety and general welfare of the residents of the city; and
(C) To assure equitable handling of all subdivision plats by providing uniform procedures.
