Plans and specifications for the construction or alteration of an off-street parking area accommodating four or more vehicles shall be submitted to the Plan Commission staff. Written approval by the Executive Secretary of all parking area plans shall be secured before a building and zoning permit can be issued. The plans and specifications should show the location, basis of capacity, calculation, size, site design, surfacing, marking, lighting, drainage, curb-cuts, entrances, exits, and any other detailed features essential to the complete design and construction of the parking area.
