(A) There is hereby established for the unincorporated areas of the county, a Planning and Building Department, as a division of the County Plan Commission, which shall be administered by the Director of the County Plan Commission or his or her duly appointed representative.
(B) The Director shall submit a report to the County Board of Commissioners not less than once a year covering the work of the Department during the preceding period. The Director shall keep a permanent, accurate accounting of all fees and other monies collected and received under this code, the names of the persons upon whose account the same were paid, and the date and amount thereof, together with the location of the building or premises to which they relate.
