The five members appointed to the County Redevelopment Commission by the Board of County Commissioners, shall be designated as follows:
(A) One member shall be appointed from the Board of County Commissioners;
(B) One member shall be appointed from the County Council; and
(C) Three members shall be citizens and residents of that portion of the county outside the boundaries of the three entitlement cities.
