(A) The Lake County Council and the Lake County Solid Waste Management Board may designate certain properties within the county as areas subjected to or susceptible to illegal dumping.
(B) Once an area is designated as an area subjected to or susceptible to illegal dumping, a conspicuous sign shall be posted at the area declaring "Illegal dumping will be subject to a minimum fine of $10,000 plus costs of the removal."
