Any other proposed method of sanitary landfill disposal not covered by these rules shall be reviewed by the Health Department and Plan Commission for the purpose of evaluating the design and operational methods with reference to the nuisance factor, effect on surrounding properties, the safety of employees, and the protection of the public health. Other disposal methods shall be subject to the evaluation and approval of the Health Officer.
