Refuse shall be spread so that it can be compacted in cells. The cell depth shall not exceed seven feet of compacted material. The cell thickness shall not exceed that distance which would impair the operation of compaction or create an unmanageable working face, the working face shall be no longer than 30 feet in width unless so approved by the Health Officer.
