The grantee shall have the authority to promulgate rules, regulations, terms, and conditions governing the conduct of its business as shall be reasonably necessary to enable the grantee to exercise its rights and to perform its obligations under this franchise and to assure an uninterrupted service to all subscribers. However, the rules, regulations, terms, and conditions shall not be in conflict with any of the provisions of this franchise or any ordinance of the grantor, the provisions of its Charter, the laws of the state, and the United States of America and the rules and regulations of the FCC. Any other federal, state, and local terms and conditions shall be filed with the county and shall thereafter be maintained current by the grantee.
