In accordance with I.C. 9-21-5:
(A) A person may not drive a vehicle at a speed greater than is responsible and prudent under the conditions, having regard to the actual and potential hazards then existing. Speed shall be restricted as necessary to avoid colliding with a person, vehicle or other conveyance on, near, or entering a highway in compliance with legal requirements and with the duty of all persons to use due care.
(B) Except when a special hazard exists that requires lower speed for compliance with division (A) above, in the absence of any posted speed limit sign, a person may not drive a vehicle at a speed in excess of the following maximum limits:
(1) Fifteen m.p.h. in any alley;
(2) Thirty m.p.h. in any urban district not an alley;
(3) Fifty-five m.p.h. in any nonurban district not an alley.
