After obtaining an inspection warrant in accordance with I.C. 36-7-9-16 the County Health Officer or his or her agent bearing proper credentials and identification shall be permitted to enter upon all properties at the proper time for the purpose of inspection, observation, measurement, sampling, and testing necessary to carry out the provisions of this chapter and/or those of I.C. 36-7-9.
