(A) The Lake County Health Department’s Tobacco Lawsuit Settlement Fund, a non-reverting fund, is hereby established for the deposit and use of funds received from the State Tobacco Lawsuit Settlement.
(B) The moneys collected from the State Tobacco Lawsuit Settlement shall be deposited in the Lake County Health Department’s Tobacco Lawsuit Settlement Fund and only be used for the dedicated services identified by the Health Department.
(C) Any money remaining in the Fund at the end of the year shall not revert to the General Fund but continue in the Lake County Health Department’s Tobacco Lawsuit Settlement Fund, subject to appropriation by the Lake County Council or as otherwise provided by law.
