(A) Established. The Lake County Council hereby establishes the Lake Superior Court, Juvenile Division, Court Improvement Grant Fund for the purpose of depositing all funds received from the Lake County Superior Court, Juvenile Division, Court Improvement Grant.

(B) Appropriation of funds. All appropriations and transfers from the Lake County Superior Court, Juvenile Division, Court Improvement Grant Fund shall be made only upon approval by the Lake County Council, except as otherwise provided by law.
