(A) There is hereby established a non-reverting fund titled Lake County Animal Shelter Non-Reverting Fund, to be used for the deposit of charitable contributions made on behalf of the Lake County Animal Shelter.
(B) Appropriations from the Fund shall be approved by the County Council for the benefit of the County Animal Shelter, its employees and animals cared for at the shelter, at the request of the Lake County Animal Shelter Department only.
(C) All funds in the Fund not appropriated by the end of the year shall not revert to the General Fund, but remain in the Fund subject to appropriation by the County Council.
