The County Council at its regular December meeting shall appoint two of its members to the Garner Scholarship Committee which will choose the recipient of the Syd Garner Scholarship in accordance with the Fund Administration Agreement for the Syd Garner Scholarship Fund. Each Council person appointed to the Committee shall serve for 12 months. Vacancies, if any, shall be filled by the County Council within 30 days of receipt of notice of the vacancy, and the Council person so appointed shall serve the time remaining in the term.
