Transfers within a major budget classification or series during the calendar year shall be approved as follows:
(A) All transfers within major budget classification or series made during the calendar year, in a budget funded by a grant, shall come before the Lake County Council for approval.
(B) All transfers of $5,000 or more in the major budget classification of Personnel Services/100 Series, made during the calendar year, shall come before the Lake County Council.
(C) All transfers of less than $5,000 in the major budget classification of Personnel Services/100 Series, made during the calendar year, need not come before the Lake County Council for approval.
(D) Notwithstanding the above, transfers within the major budget classification or series, Personnel Services/100 Series, Supplies/200 Series, Services/300 Series, and Capital/400 Series, made in the fourth quarter of the calendar year shall come before the Lake County Council for approval, regardless of the amount.
(E) The Auditor shall prepare for the Lake County Council a list of all transfers made within major budget classification or series on a monthly basis.
