Whenever the federal or state governments, or any agency or officer thereof, or whenever any person, firm, or corporation shall offer to the county services, equipment, supplies, materials, or funds by way of gift or grant for purposes of emergency management, the county, acting through the Chair or through the County Board, may accept the offer, and upon this acceptance the Chair or the County Board may authorize any officer of the county to receive services, equipment, supplies, materials, or funds on behalf of the county.
