Prior to designating any area as being restricted, the county shall hold a public hearing concerning this designation at which all interested parties shall be given an opportunity to appear and give testimony. Not more than 30 days nor less than 15 days prior to the hearing, notice thereof shall be published in a newspaper of general circulation in the county stating the date, time, and place of the hearing, the location of the proposed restricted area, and the nature of the restriction.
