The purchaser of a motorboat or sailboat over 12 feet in length shall, within 15 days after acquiring same, make application to the Department for transfer to him or her of the certificate of numbers issued to the motorboat or sailboat giving his or her name, address and the number of the boat. The purchaser shall apply for a transfer-renewal for a fee as prescribed by 625 ILCS 45/3-2. All transfers will bear June 30 expiration dates in the calendar year of expiration. Upon receipt of the application and fee, the Department shall transfer the certificate of number together with proof that any tax imposed under the Lake County Use Tax has been paid or is not owed issued to the motorboat or sailboat to the new owner. Unless application is made and fee is paid within 30 days, the motorboat or sailboat shall be deemed to be without certificate of numbers and it shall be unlawful for any person to operate the motorboat or sailboat until the certificate is issued.
