§ 72.02 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply.
   APPLICATION FORM FOR PARTICIPATION. The form on which associations may apply for participation in the Lake County Snowmobile Signing Accommodation Program.
   ASSOCIATION. A formal organization comprised of 20 or more members having a charter or other instrument of governance that provides, among other things, for the election of officers, a regular meeting or assembly schedule, and the payment of dues to be used for the promotion of snowmobiling.
   ASSOCIATION COORDINATOR. An individual authorized by an association to serve as its liaison with the Lake County Division of Transportation and to conduct field reviews for the association.
   ASSOCIATION PRESIDENT. An individual authorized by the association to execute a Snowmobile Signing Accommodation Program Agreement.
   CONNECTING SECTION. A length of county highway right-of-way not exceeding three miles in length, and crossings thereto, approved for the placement of uniform snowmobile signs by an association that serves to connect other snowmobile trails established by the association.
   CROSS-CONNECTION. A connecting section that consists of a perpendicular crossing of a county highway right-of-way.
   COUNTY. Lake County, Illinois.
   COUNTY BOARD. The County Board of Lake County, Illinois.
   COUNTY ENGINEER. The County Engineer of Lake County, Illinois.
   COUNTY HIGHWAY. A highway that is part of the county highway system.
   DIRECTOR OF TRANSPORTATION. The County Engineer of Lake County, Illinois.
   FRONTAGE. The front property boundary line of a lot or parcel of land at the right-of-way line of a county highway.
   HIGHWAY. The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel.
   ILLINOIS HIGHWAY CODE. The laws of this state relating to roads, streets, and highways.
   ILLINOIS SNOWMOBILE ACT. The Illinois Snowmobile Registration and Safety Act, Illinois Compiled Statutes (625 ILCS 40/1), as amended.
   IMUTCD. The Illinois Manual on Uniform Traffic Control Devices for Streets and Highways, latest edition and any successor documents.
   LAKE COUNTY DIVISION OF TRANSPORTATION. The department of the county charged with the management of the county highway system by and through the Lake County Engineer.
   PUBLIC WORKS AND TRANSPORTATION COMMITTEE. The Public Works and Transportation Committee of the Lake County Board, or its successor committee.
   RENEWAL. The replacement of a Lake County Snowmobile Signing Accommodation Program Agreement upon its termination with a new Snowmobile Signing Accommodation Program Agreement with the same association for the same connecting section or cross-connection.
   RIGHT-OF-WAY. A strip of land occupied or intended to be occupied for public roadway purposes.
   ROADWAY. The portion of a highway improved, designed, or ordinarily used for vehicular travel, exclusive of the berm or shoulder.
   SECTION. A length of highway.
   SNOWMOBILE SIGNING ACCOMMODATION. The placement of uniform snowmobile signs by an association along a connecting section or a cross-connection.
   SNOWMOBILE SIGNING ACCOMMODATION PROGRAM AGREEMENT. A legal and binding contract between the county and an association.
   SNOWMOBILE SIGNING. Signs for highway vehicular traffic as determined to be placed by the Division of Transportation on county highways, in accordance with the IMUTCD, as part of its regular highway signing program for an approved connecting section or a cross-connection.
   STATE’S ATTORNEY. The State’s Attorney of Lake County, Illinois.
   UNIFORM SNOWMOBILE SIGNING HANDBOOK. A list of uniform snowmobile signs and their allowed placement on county highways on connecting sections and cross-connections.
   UNIFORM SNOWMOBILE SIGNS. Signs allowed by the county to be used by an association on a connecting section and a cross-connection.
