Under certain grant programs, the county acts as a third-party administrator of local, state or federal funds and does not procure goods and services for the county. Requisitions processed for grants are processed so as to facilitate the method of payment and do not require any of the normal procedures or approvals under this chapter, unless stipulated by the grant.
