It shall be unlawful for any person to park any vehicle or to allow the same to stand for more than a period of 30 minutes upon any state or county or township highway at a distance nearer than 100 feet from any part of any school grounds or school premises which are being used for school purposes at any time between the hours of 8:00 a.m. and 4:30 p.m. upon any day on which a school session is being held in, about or upon such grounds or premises.
