Except when necessary to avoid conflict with other traffic, or in compliance with law or directions of a police officer or official traffic control device, no person shall stop a vehicle to pick up or discharge passengers at any place designated by the Illinois Department of Transportation, the Lake County Superintendent of Highways, or the Township Highway Commissioner after appropriate signs restricting or prohibiting stopping at that place are erected.
