(A) Creation. The county has been designated to serve as a recipient agency for federal funds under the Housing and Community Development Act of 1974 (P.L. 93-383). The Housing and Community Development Commission (the "Commission") is hereby created to act as a representative body of elected officials in ascertaining facts, preparing plans and programs, coordinating activities and undertaking such other activities as are necessary or appropriate to accomplishing the purposes of the United States Housing and Community Development Act of 1974.
(B) Members. The Commission shall consist of 17 members appointed by the Chair of and confirmed by the members of the County Board. Appointments shall be made in conformance with the Commission bylaws, but at a minimum, five members shall be County Board members, five members shall be mayors, village presidents, or township supervisors and seven members shall be representative of the citizens of Lake County.
(C) Bylaws. The Commission shall maintain bylaws regulating its operation in accordance with the bylaws as approved by the County Board at the creation of the Commission. The bylaws may only be amended by resolution of the County Board.
