§ 30.20 DIRECTOR OF FINANCE AND ADMINISTRATIVE SERVICES, ESTABLISHED; DUTIES.
   (A)   The Department of Finance and Administrative Services is hereby established.
   (B)   After screening candidates, the Financial and Administrative Committee shall recommend and the Chair of the County Board shall appoint, subject to the approval of the County Board, a Director of Finance and Administrative Services, whose duties shall be as follows:
      (1)   Budget and appropriation preparation. Develop the annual budget and appropriation ordinance for consideration by the Financial and Administrative Committee, and prepare monthly statements reflecting the financial condition of the county; and
      (2)   Administrative analysis. Subject to the request and approval of the proper committees; make studies as to organization, operation, and procedural methods; develop recommendations for greater efficiency; and assist in the implementation of plans, operating methods, techniques, and procedures as may be approved; and operate and maintain a public administration library.

   (C)   The general accounting function, including processing of all accounts payable, payroll, IMRF, employee insurance program, and recording of all income and receipts to the county shall be transferred from the Auditor’s Office to the Office of the Director of Finance and Administrative Services.

   (D)   (1)   The Director of Finance and Administrative Services is hereby assigned to perform those duties formerly performed by the Lake County Auditor and any other ancillary duties that may be assigned by state law wherein the Lake County Auditor is so referenced.
      (2)   The duties shall be accomplished in conjunction with the County Administrator and under the supervision of the Financial and Administrative Committee.
      (3)   The duties shall be in addition to those duties assigned to the Director of Finance and Administrative Services by the County Board in subsections (A), (B), and (C) of this section.
