(A) A qualified not-for-profit organization shall have security arrangements and procedures that seek to provide protection to all participants of the program.
(B) Security arrangements and procedures must include but are not limited to:
(1) Layout of premises that allows for physical and visual separation between the custodial and non-custodial parents;
(2) Written procedures for arrival and departure of clients so that contact between them does not occur without explicit agreement of the parties and staff; and
(3) Written emergency protocols, including but not limited to fire safety, medical emergencies, and violent behavior by participants.
