(A) With the approval of the County Board, the Lake County Board of Health may establish fees which shall not be more than the actual cost based on accepted cost accounting methods of rendering home health service and to collect the fees from those persons who receive these services or from public or private agencies which, pursuant to contract, agree to pay the fees on behalf of eligible persons.
(B) The Lake County Health Department may adjust these fees for home health clients who are determined to be unable to pay full fees for services rendered, upon consideration of family financial resources, in order to ensure that individuals are not denied home health service due to an inability to pay for same.
