For the purpose of this subchapter, the following definitions shall apply.
GENERAL ASSISTANCE RESIDENT. A resident whose care is paid for by the local governmental unit in which he or she resides pursuant to a written agreement between the county and the local governmental unit.
GUARDIAN. A person appointed as a guardian of the person or guardian of the estate of a resident, or both, under the Probate Act of 1975 (755 ILCS 5/1 et seq.).
IMMEDIATE RELATIVE. A grandparent, parent, spouse or child, step-grandparents, step-parents and step-children.
LAKE COUNTY. The County of Lake, a unit of local government of the State of Illinois.
LAKE COUNTY RESIDENT or COUNTY RESIDENT. A person who has established his or her permanent home within the county. A person shall be deemed to have established his or her permanent home within this county if he or she has acquired by purchase, rental, or other arrangement housing facilities which he or she uses as his or her home; has located his or her household equipment, furnishings, and personal belongings therein; and is or has been employed, is seeking employment, or is engaged in other self-support activity, in the community in which he or she lives or within a distance reasonably proximate thereto, within or without the county, which is accessible to his or her home by public or private transportation facilities and to which he or she regularly commutes, or, if he or she cannot engage in employment or other self-support activity, is maintained in the home by relatives responsible for his or her support by other sources or other means of support or means of maintenance and support. A person shall not be required to occupy a permanent dwelling or have a fixed home or mailing address in order to establish that he or she is a COUNTY RESIDENT for purposes of this subchapter.
PRIVATE PAY RESIDENT. A resident for whom Winchester House receives no payment from the Illinois Department of Human Services, the Supervisor of General Assistance, the Veteran’s Administration or Medicare “Part A”.
PUBLIC AID RESIDENT. A resident for whom Winchester House receives payment from the Illinois Department of Human Services, the Veteran’s Administration or Medicare “Part A”.
RESIDENT’S REPRESENTATIVE. A person, other than an agent or employee of Winchester House not related to the resident, designated in writing by the resident to be his or her representative, or the resident’s guardian.
WINCHESTER HOUSE. The county nursing home operated under the provisions of the County Home Act.
