The Lake County Health Department shall carry on a comprehensive education program designed to educate the public to the requirements of this chapter. Such program shall include the preparation and dissemination of information to the public, and such Department shall cooperate with organizations working in the field of boating whereby interested persons may receive instructions in the proper operation of boats in Lake County, Illinois.
