(A) Minimum requirements. The provisions of this chapter shall be held to be the minimum requirements for the promotion of public health, safety and general welfare. Whenever a provision of this chapter or any other applicable provisions of law, whether set forth in this chapter or any other applicable provisions of law imposes overlapping or contradictory regulations or contains restrictions covering similar subject matter, the provision that imposes higher standards or requirements for the promotion of public health and safety of the people of Lake County shall prevail.
