(A) Resolution. Whenever there is a substantive disagreement between the Lake County Health Department and any Lake County Licensed Soil Classifier/Soil Scientist, the Health Officer shall, at the request of either party, solicit the assistance of the Natural Resources Conservation Service (NRCS) Area Resource Soil Scientist, or other NRCS employee who is certified as a Soil Classifier/Soil Scientist as defined in § 171.021 for an additional professional opinion.
