5-1-3A: PART-TIME POLICE OFFICERS:
A.   Appointment. The village administrator and chief of police may appoint part-time police officers as employees in such number as the board of trustees will approve. In making such appointments, the village administrator and chief of police, in their discretion, may consult with the board of police and fire commissioners. Part-time police officers will be members of the regular police department, except for pension purposes. Part-time police officers may not be used as permanent replacements for permanent full time police officers.
B.   Background Check. Prior to appointment, a part-time police officer will be subject to a background check, including without limitation a fingerprinting verification by the Federal Bureau of Investigation and the Illinois State Police, Bureau of Identification. No person who has been convicted of a felony or other crime involving moral turpitude may be appointed as a part-time police officer. The chief of police in their discretion may administer any other additional tests allowed by state law or required for full-time police officers for part-time police officer applicants.
C.   Qualifications. Part-time police officer applicants must meet the qualifications established from time to time by the village administrator in consultation with the chief of police.
D.   Training. Part-time police officers will be trained under the Intergovernmental Law Enforcement Officer's In-Service Training Act, 50 ILCS 720/1 et seq., as amended, in accordance with the procedures for part-time police officers established by the Illinois Law Enforcement Training Standards Board.
E.   Hiring Standards. The following standards will apply at the time of application:
   1.   The applicant must be twenty-one (21) years of age or older.
   2.   The applicant must possess a diploma from an accredited high school or a General Equivalency Diploma (GED).
   3.   The applicant must have the following qualifications:
      a.   United States citizenship.
      b.   Valid Class D Illinois driver's license.
      c.   No felony convictions or disqualifying criminal histories.
      d.   Eye sight of not worse than 20/100 correctable to 20/20.
   4.   The applicant must satisfy all other requirements for part-time police officers required pursuant to the laws of the State of Illinois.
F.   Powers and Duties.
   1.   Part-time police officers will be assigned to perform duties by the chief of police.
   2.   Part-time police officers at all times during the performance of their duties will be subject to the direction and control of the chief of police. Part-time police officers will be subject to discipline and discharge by the chief of police.
G.   Compensation. Part-time police officers will be paid an hourly wage for each hour of service that is performed at the direction of the chief of police.
H.   Coverage by Worker's Compensation. Part-time police officers will be considered employees of the village and, as employees, will be covered by the village's worker's compensation insurance. (Ord. 2024-6, 4-8-2024)
