A. Establishing rates and fees. Effective July 1, 2023, the owner of any parcel that uses, benefits from, or connects to the stormwater system will be charged for such service in accordance with the rates, fees, and charges established from time to time in the annual fee ordinance.
B. Basis for rates and fees. The stormwater utility fee will be based on the extent to which each parcel increases the need for stormwater management; the amount of impervious surface area on each parcel; and the cost of operating, maintaining, and improving the stormwater system.
