8-2-3-3: RULES AND REGULATIONS:
The Village Administrator or the Village Administrator's designee may adopt such rules as may be necessary to give effect to and explain the provisions of this Division II. The Village Engineer may make recommendations to the Village Administrator regarding the content of the rules and regulations and shall enforce the rules and regulations once they are adopted.
