8-2-3-1: DEFINITIONS:
The following words, terms and phrases, when used in this Title, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
CREDIT: A conditional reduction in the amount of a stormwater utility fee to an individual property that meets the qualification standards established in this Chapter and the Rules and Regulations of the Village of Lake Bluff Stormwater System.
DEVELOPED LAND: A parcel within the corporate limits of the Village that has been altered from its natural state by the addition of impervious area.
EQUIVALENT RUNOFF UNIT (ERU): An index to compare runoff generated by different types and uses of parcels with different stormwater runoff characteristics. One ERU is defined as the runoff generated by a typical single-family residential parcel and shall equal 3,200 square feet of impervious area or any fraction thereof.
IMPERVIOUS AREA: The area within a parcel that prevents or significantly impedes the infiltration of stormwater into the soil. Impervious area includes, without limitation, buildings, roofed structures, sidewalks and walkways, parking lots, patios, decks, swimming pools, roads, bridges, medians, driveways, gravel areas, pavers, other paved areas, and other similar non-porous areas, regardless of whether the materials used to construct the non-porous area are marketed as pervious materials.
PARCEL: An area of land within the corporate limits of the Village that has been established by a plat or other legal means and has been assigned a Property Index Number (PIN) by the County of Lake, Illinois.
PREMISES: A lot or a part of a lot, a building or a part of a building, or any parcel or tract of land whatever.
UNDEVELOPED PARCEL: A parcel of land that remains in its natural state with no impervious area. (Ord. 2023-12, 4-25-2023)
