No person shall uncover the public sewer in the village for any purpose, or make any connection therewith, or uncover any of the connecting branches thereof, or open any manhole or flush tank in the village, except with the consent of the director of public works and under his supervision, or shall do, or cause to be done, any injury of any kind in any manner to any part of the sewers of the village, or to the outlet pipe or to any of the appliances of said sewers, and any person violating any of the provisions of this section shall be fined as provided in section 8-2-12 of this chapter, and shall be further liable in a civil suit for damages to the full amount of such injury.
