The building inspector shall make or cause to be made, at least two (2) inspections on work in process of construction, and give a certificate of inspection when found to be in accordance with section 9-4-1 of this code, as follows: first, vent and waste pipes; second, when fixtures are set, and when called upon he shall also make tests for leaks. After each inspection, if it shall be found satisfactory, a sticker shall be placed on the soil pipe showing date and approval of last inspection. The following repairs and extensions to any part of the plumbing and drainage system in any building shall also be reported for inspection: a) where there is any change in any sewer connected pipe; and b) where such change is on the sewer side of the trap.
