8-2-2-3: PERMIT REQUIREMENTS:
A.   Requirements: A permit for the drainage or sewerage of any building, public or private, or for alterations in existing systems of drainage or sewerage, shall be obtained from the building commissioner before any work may commence, whether new work or repair work. Such permit shall be good for one year from the date of issue. If work is not completed within that time, the permit shall be returned and a new permit issued. Permits for connecting with a sewer or tapping same shall be obtained from the building commissioner. All permits shall be issued in duplicate and numbered consecutively and dated. One copy shall be kept and filed in the office of the village clerk; provided, however, no permit shall be issued for plumbing work to be done by any master or journeyman plumber unless said plumber has a certificate from a duly qualified board of examiners, and is licensed by the village.
B.   Penalty: No person shall make or cause to be made any connection with a house connection branch of a public sewer in the village, except under a written permit for the work, signed by the building commissioner or his duly authorized agent, and any person violating this section shall be fined as provided in section 8-2-12 of this chapter.
