10-1-3: APPLICABILITY:
A.   Territorial Application: The Zoning Regulations apply to all land, uses and structures within the corporate limits of the Village, including those owned by all government bodies to the maximum extent permitted by law.
B.   General Application: All structures, uses of land, structural alterations or relocations of existing structures, and all enlargements and extensions of, additions to, changes in, and relocations of existing uses shall be subject to the Zoning Regulations applicable to the zoning districts in which such land, structures, or uses are located except are specifically provided in this Title.
C.   Private Covenants and Agreements: The Zoning Regulations are not intended to abrogate, annul, or otherwise interfere with any easement, covenant, or other private agreement or legal relationship; provided, however, that where the regulations of the Zoning Regulations are more restrictive or impose higher standards or requirements than such easement, covenant, or other private agreement or legal relationship, the Zoning Regulations shall govern.
D.   Other Laws and Regulations: Unless otherwise specifically provided, the Zoning Regulations control over less restrictive statutes, ordinances or regulations, and more restrictive statutes, ordinances or regulations control over the provisions of the Zoning Regulations.
