11-1-3: DEFINITIONS:
BLOCK: An area of land within a subdivision that is entirely bounded by streets or highways and/or the exterior boundaries of the subdivision.
BUILDING SETBACK LINE: Shall be shown on all lots. Such building lines shall not be less than required by the zoning ordinance.
COLLECTOR STREETS: Those which carry traffic from minor streets to major system of arterial streets and highways, including the principal entrance streets of a development and streets for the circulation within such a development.
CUL-DE-SAC: A short, minor street, ending in a turnaround, designed and intended as a permanent terminus.
EASEMENT: A grant by the property owner, of the use for a specific purpose, of a strip of land by the general public, a corporation, or a certain person or persons; and within the limits of which the owner of the fee shall not erect any permanent structures interfering in any way with such easement, but shall have the right to make any other use of the land subject to such easement which is not inconsistent with the rights of the grantee. Public utilities shall have the right to trim or remove existing trees which interfere with the use of such easements.
ENGINEER: A registered professional engineer authorized to practice engineering as defined by the registration act of the state of Illinois. See also definition of Village Engineer.
LAKE BLUFF DATUM FOR GRADES: A base or datum for the grades and levels of the village be, and the same is hereby fixed, at a point one hundred two and six-tenths feet (102.6') below a cut on the top of the stone water table at the southeast corner of the village hall. The base or datum hereby established shall be known as "the datum of the village of Lake Bluff".
LOT: A portion of a subdivision or other parcel of land intended for the purpose, whether immediate or future, of transfer of ownership or for building development.
MINOR STREET: A street used or that will be used primarily for access to abutting properties.
PERFORMANCE BOND: A surety bond or cash deposit made out to the village in an amount equal to the full cost of the improvements which are required by this title, and said surety bond or cash deposit being legally sufficient to ensure to the village that said improvements will be constructed in accordance with this title.
PLAN COMMISSION: The plan commission of the village.
PLAT OF SUBDIVISION: A map, drawing or chart on which the subdivider's plat of the subdivision is presented and which he submits for approval and intends in final form to record.
RESUBDIVISION: The further subdivision of a lot or parcel of land that has been previously subdivided.
ROADWAY: That portion of the street available for vehicular traffic, and where curbs are laid, that portion from back to back of curbs.
STREET RIGHT OF WAY: The overall width of the dedicated street to include the parkway and the roadway, extending from lot or parcel line on either side of the roadway.
SUBDIVISION: Is and shall include any change, division, resubdivision or rearrangement of any piece or parcel of land, block, lot or sublot, or any part thereof, into two (2) or more lots or parcels of land, for the purpose, whether immediate or future, of transfer of ownership or building development; or any change in existing street lines or public easement, or if a new street is involved any division of land.
SURVEYOR: A professional surveyor authorized to practice land surveying and registered for such work by the state of Illinois.
THOROUGHFARE: A street with a considerable degree of continuity and serving as a traffic artery for intercommunication between areas of concentrated use, including, but not limited to, state, county and major township highways.
VILLAGE BOARD: The village board of trustees and its president.
VILLAGE ENGINEER: A qualified civil engineer registered in the state of Illinois, appointed by the village board of trustees to perform the functions of village engineer during a term of office or for a particular project. (Ord., 4-11-1978)
