The provisions of this chapter shall apply generally and uniformly to all areas and zoning districts within the village. The provisions of this chapter shall be cumulative with other consistent provisions of this code and of the statutes of the state of Illinois and the United States and, to the extent consistent, shall be applied and enforced simultaneously. It is intended, in particular, that the provisions of this chapter shall be applied cumulatively and simultaneously with the provisions of the village subdivision regulations and building codes and the provisions of this title, and no approvals or permits issued pursuant to such regulations and codes shall be deemed to authorize the erection, enlargement, expansion, alteration, operation, maintenance, relocation, and removal of any sign within the village visible from any street, sidewalk, or public or private common space without also complying with the applicable provisions of this chapter.
